Attorneys with basic practice experience who attend this seminar will better understand: the constitutional and statutory requirements for passing legislation; the legislative process affecting substantive family law, guardianships, juvenile justice, and education, as well as an overview of the appropriations process; how major issues are handled in the legislative process, such as the clean energy bill that was recently signed by the Governor; the role of lobbyists and how they affect legislation; the role of the House and Senate leadership; the political considerations in determining what key substantive issues are considered; how to negotiate effectively on important issues; what to expect in the coming year; what to do when your client’s issues involve the need for legislation; and the importance of State rulemaking in Illinois and how that process works.
