Jeanne E. Scott, 71, of Springfield, died on Saturday, Oct. 19, 2019, at Luther Oaks in Bloomington.
She was born Aug. 17, 1948, in Springfield, the daughter of Maurice W. and Mary Jean (McEvoy) Scott. She was preceded in death by her parents.
Jeanne is survived by her brother, Richard (Madalyne) Scott; nieces, Karen (Craig) Ames and Nancy (Mark) Boylan; and their children, Patrick, John, and Margaret Ames, and William and Katherine Boylan, all of Bloomington.
The University of Illinois College of Law will honor Judge Heidi Ladd with the 2019 Distinguished Bench & Bar Award during this year’s homecoming festivities. The award recognizes an alumna/alumnus for their tireless service to the college and significant contributions to the profession. The award will be presented during an All Alumni Reception at the Albert E. Jenner, Jr. Law Library at 5:15 p.m. on October 18.
Courtney Kay-Decker is Lane & Waterman’s newest attorney, but she’s no stranger to the firm.
Kay-Decker began her career at Lane & Waterman in 1998 and practiced transactional and tax-related law for 13 years. In 2011, Decker was appointed by then-Governor Terry E. Branstad to serve as director of the Iowa Department of Revenue. She continued in that role until January 2019. During her tenure with the department, Decker focused on improving administrative rules, guidance, and processes to simplify and reduce compliance burdens for the taxpayers of Iowa.
The Illinois State Bar Association hosted the 2019 Solo and Small Firm Conference on Sept. 26-27 in Springfield.
Land of Lincoln Legal Aid, a non-profit organization that provides free legal services to low-income individuals in central and southern Illinois, is seeking a staff attorney at the Northern Regional Office in Springfield.
The position includes representing senior citizens in civil cases and transactional matters involving critical legal needs in a 12-county service area. It also requires travel to senior centers on a regular basis and participation in community legal education and outreach.
David McLaughlin Lynch, 71, of Dunlap, died on Friday, Aug. 27, 2019.
David was born on Oct. 31, 1947, in Dunlap, to William and Patricia Lynch. A graduate of Richwoods High School, David went on to graduate from Monmouth College. David was a U.S. Army veteran and served during the Vietnam War. David then obtained his Juris Doctorate at the University of Illinois. He began his own law firm, Lynch & Bloom, and was a practicing attorney for over 40 years.
Royal Oak-based law firm Howard & Howard has announced that attorney Michael D. Gifford has been elected president of the Peoria County Bar Association. After previously serving as chair of several committees, board member, treasurer, and president-elect, he will hold this position from July 1, 2019 through July 1, 2020.

Howard & Howard has donated $12,500 to the Heart of Illinois United Way as part of its 150th anniversary “12 Months of Giving” philanthropic initiative.
The gift was announced at the Heart of Illinois United Way’s annual “Power of the Purse” fundraising event on May 9.
L. Milton McClure, 77, of Springfield, formerly of Beardstown, died Friday, July 12, 2019, at his home.
He was born Aug. 23, 1941, in Chicago, to Lloyd Milton McClure and Margaret Steadman McClure.
